FACT: Most Federal Agencies and Employees Are Very Limited if not Prohibited by Law from Being Able to Response to Allegations Made in Articles and Newspapers Even When the Articles Are False and Misleading--A common comment from the public about news reports about a federal agency is that it must be true or they would say something to clear their record, but the public must realize this is not always possible.
