How ironic is it that a member of Congress would attempt to "interpret a statute and the intent behind it," a role reserved for federal agencies and ultimately the judiciary? What should a federal agency do when Congress ask it to go against the plain language of a statute where the judiciary would not look at the intent of the statute under the rules of statutory construction?
