This sounds so much like the DEA trying to shift the blame. Even the best Suspicious Order Monitoring Program (SOMP) will be ineffective if the DEA is so slow in responding to reported orders. The DEA can not seem to write a clear and concise regulation regarding suspicious orders. That would really help out.
