Question of the Day November 11, 2014 For those who say the FDA receives a large percentage of its budget from Big Pharma's Drug Approval Fees as though this is somehow a "government entities fault" who passes the budget that the FDA receives? Yes. Congress. Who passes the laws that the FDA must follow and enforce? Yes, Congress. And who elects Congress?
