South Dakota Considering Rule Change to Eliminate Technician to Pharmacist Ratio

D. McAllister, PTCB (by Phone) and Tomson George, Walgreens, provided information regarding the ratio.    Director Jones provided reports he had received in regards to technician ratio.
Dennis McAllister reported that evolution has changed technician duties with the use of electronic devices in the pharmaceutical community.  Many states no longer have a ratio.  The ratio is modified according to the type of pharmacy.  Electronic tracking makes it much easier to monitor technicians and one size does not fit all.  Certification of technicians will enhance patient safety.
Tomson George strongly represented the removal of a ratio.  Each practice site has its own needs.  Internal data reflects more technicians help with patient safety.  He is unaware of any states with no ratio going back to a ratio.  As of July 1, South Dakota will require certification which will provide more options for pharmacists. 
Else Umbreit reported SDPHA supports leaving the rule as it stands and requesting a variance as needed. 
Director Jones provided reports from individuals contacted and the overall theme was for no ratio.  If the ratio remains the same, there will continue to be an increase in waivers and this need to be taken into consideration.
Jeff Nielsen made a motion to establish a rules hearing for technician ratio.  Arlene Burr-Ham seconded the motion.  Motion carried.
Let the record reflect the Board instructs staff for a rules hearing to address / repeal the pharmacist to technician ratio.
The hearing will be concurrent with the next Board meeting which will be September 17th
