Question of the Day April 23, 2016 Isn't the proposed/introduced “Separation of Powers Restoration Act,” totally contrary to putting legislative intent statements that in effect interpret statutes passed by Congress in appropriations bills? Why or why not? Who reins in Congress when it over steps its role and powers?
