SUMMARY OF THE PROPOSED LEGISLATION
The proposed legislation would amend Section 301 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. §331) to prohibit the sale or transport of equines or equine products in interstate or foreign commerce by any person who knows or reasonably should have known that such equines or equine parts are to be slaughtered for human consumption.1
The bill is intended to address the public health concerns arising from the human consumption of horsemeat and the animal welfare concerns associated with the transport and slaughter of horses for human consumption.
